Navigating Permanent Makeup Regulations in Illinois: A Comprehensive Guide for PMU Artists

Navigating Permanent Makeup Regulations in Illinois: Everything You Need to Know Are you interested in offering permanent makeup services in Illinois?

It's important to understand the state's specific regulations and licensing requirements for PMU artists. The Illinois Department of Public Health (IDPH) is responsible for regulating all establishments that perform body art procedures such as tattooing, permanent makeup, piercing, and more. These procedures are not under the license of cosmetology or esthetics and must be done under the required body art establishment registration as a PMU artist.

All PMU establishments providing services in Illinois are required to be registered with the IDPH. The Tattoo and Body Piercing Establishment Registration Act and the Body Art Code specify the standards for the conduct of PMU procedures, inspection and registration of PMU establishments, and fee requirements.

It is important to note that in January 2019, the Human Trafficking Resource Center Notice Act was amended to include PMU establishments to the list of businesses required to post the Notice. The IDPH is responsible for monitoring compliance with this act during their visits to PMU establishments.

If you are planning to teach PMU or Micropigmentation, you must also contact the Illinois Board of Higher Education to obtain information about their additional requirements. If you plan to offer other services such as eyelash extensions, eyebrow threading, micro-needling, or tattoo laser removal, you may need to contact the Illinois Department of Financial and Professional Regulations.

Important Notes:

The location holds the PMU permit with IDPH, not the individual.
The training is not required to be completed in Illinois.
This means a Skyn online training certification is valid.

The PMU artist is required to provide:
- Proof of education
- Training certification
- A bloodborne pathogen training that meets OSHA standards.

The establishment owner is responsible for determining whether the PMU artist is proficient to do the job they will have at the shop and whether to allow them to work under the owner’s registration certificate for the location.

All the necessary information, forms, laws, rules, publications and resources for Permanent Makeup Regulation in Illinois are available on the IDPH website. Please visit the website or contact IDPH for more information regarding PMU regulation and licensing requirements in Illinois.
